About 2,100 voters in the Woodland Hills neighborhood of Los Angeles, California, received “faulty” absentee ballots that did not have a section to vote for the next president of the United States. The error was confirmed by the Los Angeles County Registrar-Recorder/County Clerk’s office on Monday, Oct. 5.
Michael Sanchez, a spokesman for the county clerk’s office, immediately put out a statement apologizing for the mistake. “While this has impacted a very small number of Los Angeles County voters … we nevertheless apologize to those affected,” he said.
Dean Logan, the Registrar for Los Angeles County, said that they were in the process of alerting all of the voters who were given faulty ballots about the incident. They will contact the voters either through robocall or email, and will be delivering new and corrected ballots.
Furthermore, Logan and the county are encouraging the voters who received incorrect ballots to discard them. However, if they already sent the ballots in then they will be counted unless the voter mails in a second, corrected version of their ballot.
The prevalence of absentee ballots in California comes after Gov. Gavin Newsom, a Democrat, signed an executive order back in May requiring the state to send all of its over 21 million voters an absentee ballot. The excuse being used is the prevalence of the Wuhan coronavirus (COVID-19) pandemic in California. “Elections and the right to vote are foundational to our democracy,” said the governor when he signed the executive order. “No Californian should be forced to risk their health in order to exercise their right to vote.
“Today, we become the first state in the nation to respond to the COVID-19 pandemic by mailing every registered voter a ballot,” said Secretary of State Alex Padilla, also a Democrat. “We are meeting our obligation to provide an accessible, secure and safe election this November… Sending every registered voter a ballot by mail is smart policy and absolutely the right thing to do.”
President Donald Trump has already commented on the situation. In a tweet, he said: “11,000 North Carolina residents get incorrect voter registration forms. Two thousand LA County voters received “faulty” ballots, with no way to vote for president. Many other [incidents] throughout the USA. here we go. This will be the most corrupt election in American history!”
Trump is referring to an incident in North Carolina wherein approximately 11,000 of the state’s residents were mailed pre-filled voter registration applications that had the wrong personal information.

Christy Gargalis, a resident of Woodland Hills, was concerned when she did not see a presidential ticket on her ballot. When she checked the ballots mailed to her husband and to her sister, she found that all of their ballots had the same error. The county had printed the list of state propositions up for a vote twice on two pages, and had accidentally left out the page where voters-by-mail could pick their preferred presidential candidate.
“I’ve always been an in-person voter, so I wasn’t even planning on looking at the ballot until the day I was going to vote,” said Gargalis. “Something told me that this was a different election, a different year, and I just had to check my ballot, and I’m glad I did.”
After she reached out to friends on social media, Gargalis found out that this was not an isolated incident. Many of her neighbors on Nextdoor – a “hyperlocal” social media network for people who live in the same neighborhoods – said that they have encountered the same problem. Gargalis filed a complaint with the county clerk and was told that they were in the process of fixing the problem.
In a separate incident, a woman living in the East Los Angeles neighborhood found evidence that the United States Postal Service was being negligent with the delivery of absentee and mail-in ballots. The woman in question saw a small stack of ballots carelessly placed outside a mailbox near her apartment building.
“I saw a pile of mail and I was looking at it and I was like, ‘What is all this?’” she said. “And I take my shades off, and put my glasses on, and I couldn’t believe it was ballots.”
According to the registrar’s office, the postal service is supposed to place absentee and mail-in ballots inside the mailbox. If they are unable to do so, they have to leave a notice for the addressee in question to pick up their ballot at the nearest post office.
Election researchers are estimating that, even if all concerns regarding supposedly faulty and misplaced ballots in California are resolved, hundreds of thousands of people who will vote by mail will still not have their votes counted this year for a variety of reasons.
These researchers have estimated that, in the previous decade, an average of 1.7 percent of vote-by-mail ballots will be rejected. Based on the turnout for the 2016 presidential election – which the researchers believe will be greatly surpassed this November – this means that almost 250,000 ballots in California will not be counted.
The top three reasons for ballots being rejected are that the voters mailed them in too late, they failed to sign on the ballot envelope or their signature did not match the one their county has on file.
In Los Angeles County, which is home to more than 5.6 million voters, this means that around 95,000 vote-by-mail ballots will be rejected. This may occur despite the fact that the county has leased two large facilities in Pomona, to the east of Los Angeles, to handle the expectedly large intake of ballots. Once all of the ballots have been sorted here, they will be counted at an election operations center in Downey to Pomona’s southwest.
